PS&S provided remedial action oversight services for an Interim Remedial Measure (IRM), a remedial action intended to allow the future construction of an electric substation.

 

THE OPPORTUNITY

The client planned to complete a site remediation in support of a new electrical substation for PATH, to be located at the site of a former manufactured gas plant facility.

 

THE CHALLENGE

The past industrial use of the site had contaminated the soil and groundwater and left behind substantial below-ground elements of the manufacturing plant. Contaminants included coal tar, benzene, and lead.

 

THE PS&S SOLUTION

During remedial action, PS&S performed full-time on-site oversight and documentation of the contractor’s activities, including the following: abandonment of on-site monitoring wells, removal of the former gas holder, excavation of waste materials, trucking and disposal of waste materials, oversight and monitoring of the waste disposal sites, dewatering and treatment of the dewatering fluids, installation of a geosynthetic clay liner as groundwater barrier, importation and placement of clean backfill, and importation and placement of the final cap.

PS&S operated a four-station real-time perimeter air quality monitoring station and conducted additional air sampling for arsenic, lead and mercury, PAHs and volatile organics. Six replacement monitoring wells were installed.

PS&S also completed sampling for the re-use of soils stockpiled on top of the former gas holder, prepared a soil re-use plan which was submitted to NJDEP, and carried out in-place waste classification. The waste classification results were plotted in a 3D CAD file to determine the areas and volumes of excavation.

Upon completion of the IRM, PS&S prepared a Remedial Action Report for submittal to the NJDEP.
