Mr. Salinas has more than 35 years of experience managing complex engineering and environmental matters. His current responsibilities include managing the environmental services department and various client relationships. In this capacity, he oversees a wide variety of services relating to permitting; environment impact assessment, site evaluation and remediation; ecological, wetland and natural resource evaluation; air and noise assessments and modeling; and GIS. He has provided oversight of all aspects of land development and redevelopment from an environmental consulting and engineering perspective.

Mr. Salinas’ past experience includes having established and managed a full service environmental department. Subsequently, he directed a 300-person consulting staff with annual revenues of $54 million with a broad discipline base of engineering (civil, MEP, geotechnical, structural, traffic /wastewater), environmental consulting, planning, and survey. His environmental background includes understanding the science and regulation of wetlands, waterways, soils, groundwater, wildlife, plants, and ecological systems. He has been extensively involved with remediation of contaminated ecosystems. In addition, he has broad knowledge of regulatory agency processes at the local, county, regional, state, and federal level.

Mr. Salinas is comfortable managing and working with multi-discipline teams of planners, engineers, lawyers, and other professionals in order to achieve client and project goals. He has provided expert testimony and testified before various boards throughout New Jersey, New York, and Pennsylvania and also before New Jersey County courts. Mr. Salinas has worked closely with a variety of educational and professional organizations and spoken on various topics such as: wetlands and ecosystems, redevelopment, regulatory programs and updates, sustainable design, and most recently the NJ Licensed Site Remediation Professional (LSRP) program.

Mr. Salinas is a LSRP in New Jersey in addition to a Certified Professional Soil Specialist (CPSS), Certified Groundwater Hydrologist (CGH), Underground Storage Tank Subsurface Evaluator (USTSE), and Certified Wetlands Delineator (CWD), and is OSHA-Certified. He acquired a Bachelor of Science degree in Soil Science at the University of Arkansas and further achieved a Master of Science degree in Soil Science from Louisiana State University.
